Since September 2003, programme coordination for the IOM-Iraq Mission has taken place outside of Iraq, due to the continuing violence and unrest. At the start, many were skeptical at the ability of agencies to run large-scale humanitarian programmes by 'remote control'. The IOM-Iraq Mission has adjusted well to this new way of working and has succeeded in bringing humanitarian assistance, across a broad range of areas, to hundreds of thousands of Iraqis.
